What is PPWR?
The Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40, covers packaging and packaging waste across the EU. It addresses packaging design, substances, recyclability, recycled plastic content, reuse, labelling and waste prevention.
It concerns packaging made from any material, including consumer, grouped and transport packaging. The obligations depend on your role, packaging format and market. A brand, packaging manufacturer, importer and distributor can have different responsibilities.
Which dates matter?
The regulation entered into force on 11 February 2025 and generally applies from 12 August 2026. Specific measures have later dates or depend on further implementing or delegated acts.
For planning, distinguish the general obligations already applying from the detailed design-for-recycling and recycled-content requirements associated with 2030. Some provisions use “whichever is later” timing linked to secondary legislation. Recycled-at-scale criteria follow a separate timetable. Check the specific article before assigning a deadline.
Build a record for each packaging configuration
A product can have a carton, tray, label, closure and shipping box from different suppliers. A single “recyclable” field cannot explain that configuration. Start by connecting each packaging component to the products and versions that use it.
- Identity and use: packaging type, supplier, version and the products or configurations that use it.
- Composition: material types, component weights, dimensions and relevant substances.
- Supporting evidence: recycled-content statements, specifications and relevant testing or recyclability assessments.
- Market context: intended use, food-contact status where relevant, reuse arrangements and applicable labelling requirements.
Keep the evidence behind the assessment
Manufacturers must assess conformity and prepare the required technical documentation; an EU declaration of conformity follows when conformity has been demonstrated. Annex VII and Articles 15, 38 and 39 explain this framework. Importers have verification duties too.
Technical documentation can require descriptions, design information, applicable specifications, assessments and test reports. Your packaging record should help the responsible person find the evidence behind each conclusion and identify when a design or material change requires review.
How Utomo helps with PPWR work
Utomo Compliance connects packaging composition, materials and supporting evidence to product records. Teams can gather missing information from responsible operators, review submissions and keep revisions connected to the packaging they describe.
Use this as the information foundation for your assessment: identify a missing supplier statement, link the replacement evidence and review the affected configuration. Your team remains responsible for the assessment, declaration, physical packaging and any required reporting.
Explore Utomo ComplianceExample: one product, several packaging formats
A bottle sold individually, in a gift set and in an online delivery box has different packaging configurations. Record the bottle, closure, label, gift carton and transport packaging separately, then connect each configuration to the relevant product offer.
If a closure supplier changes the material, the evidence must follow that change. Keeping component records and documents connected gives the reviewer a starting point for deciding which assessments and declarations need updating.
Is PPWR the same as a Digital Product Passport?
No. PPWR has its own packaging, documentation and information requirements. An ESPR Digital Product Passport is a separate regulatory mechanism. Shared material and supplier data can support both, but a QR code or published passport does not fulfil all PPWR obligations.
A practical starting checklist
Pick one packaging configuration and establish your role and applicable requirements. List its components and suppliers, collect the current evidence, assign unresolved questions and review the documentation before extending the process to other products.
