French AGEC decree: product information consumers can use

France’s AGEC law includes specific duties to disclose environmental information. Decree No. 2022-748 defines a product information sheet for affected products. Here is how to prepare the data and the evidence behind it.

What does the AGEC decree cover?

AGEC is France’s anti-waste law for a circular economy. This guide focuses on Decree No. 2022-748 of 29 April 2022, implementing Article 13-I on consumer information about the environmental qualities and characteristics of waste-generating products.

This is one part of AGEC. It does not replace other duties such as sorting information, extended producer responsibility or category-specific repairability and durability information. Each obligation has its own scope and presentation rules.

Which businesses and products are affected?

The information-sheet obligations were phased in from 2023. Since 1 January 2025, the final phase covers businesses with annual turnover exceeding €10 million from the relevant products placed on the French market and at least 10,000 units of those products placed on that market annually. Both conditions matter; assess the relevant product scope rather than using worldwide turnover alone.

The decree covers specified categories, and the information required differs by category. Check the current rules and the ministry FAQ for your products and business role before deciding which fields to publish.

Which environmental information should you collect?

Depending on the category, the required information can concern recycled material, recyclability, reuse, compostability, hazardous substances, precious metals or rare earths. Certain textiles also have geographic traceability and plastic-microfibre information requirements.

The information must follow the applicable definitions and wording. A supplier’s general sustainability statement is not enough to substantiate a specific product characteristic.

  • Product and category: identify the precise reference and which characteristics apply.
  • Source and evidence: connect each disclosed value with the supplier information or assessment behind it.
  • French publication: review the required wording and product-specific information before release.
  • Ownership and changes: record who reviews the information and when a product or supplier change requires an update.

What is the environmental product sheet?

The decree provides for a digital sheet titled “fiche produit relative aux qualités et caractéristiques environnementales”. It must be available without charge at purchase on a dedicated website or page, with information that can be searched and extracted for reuse.

The information duty continues for two years after the last unit of the product is placed on the market. Plan for updates and continued access when a product is discontinued. A PDF or a QR code alone should not be assumed to meet every publication requirement.

How Utomo supports AGEC preparation

Use Utomo to connect the product identity and environmental attributes with the components, materials and supplier documents that support them. Assign missing information to responsible operators and review submissions before using them in customer-facing information.

Prepare the French content from those reviewed records and agree how it will reach the website or publication channel used for your AGEC sheets. The delivery setup must be checked against the decree’s accessibility and reuse requirements; a generic passport page is not automatically an AGEC-compliant sheet.

Example: a textile product sold in France

Start with the product reference and fibre composition. Gather the applicable production-stage country information, evidence supporting any recycled-content disclosure and the information needed to determine whether a plastic-microfibre disclosure applies.

Keep the supplier’s response with the relevant product or component. When a fabric or supplier changes, review the affected French disclosures and published sheet. The same source records can support other channels, with the required wording adapted for each market.

Separate evidence from environmental claims

The decree also restricts claims such as “biodegradable”, “environmentally friendly” and equivalent wording on new consumer products or packaging. These restrictions should not be treated as applying only to businesses above the information-sheet thresholds.

Build a review step for public wording as well as for the data. A factual material percentage and a broad environmental promise communicate different things and need different scrutiny.

Prepare one French product sheet first

Confirm scope, list the required characteristics and collect evidence for one product. Review the French wording, test that the sheet is freely accessible and reusable, then assign responsibility for updates and retention. Reuse the process across the affected catalogue.

AGEC sheets, PPWR documentation and DPPs can draw on shared information. Keep each publication requirement distinct while maintaining the underlying product and supplier records together.
